La filière rizicole dans la région du Mékong

Rice production is of major importance to Vietnam. It concerns 70% of the labour force and at present the country holds around 10% of the world export market. Half the production and 80% of the rice exports come from the Mekong area. The rice channel concerns paddy producers but also all participants involved in up- and downstream activities.
This study defines the channel organization and its agents. Individual and consolidated cost accountings are presented, based on data which were collected during field surveys in 4 provinces and 12 villages of the Mekong region. The value and distribution of incomes are measured for the export sub-channel.
Like in other Asian countries, Vietnamese authorities face important questions regarding agricultural policy, such as the opportunity of supporting rice producers in order to avoid rural depopulation, how to combine high level prices for basic products with competitive labour costs or the way to protect the domestic market from an unstable world market.
Answers to these questions are complex. This analysis can provide quantative data and concrete arguments to help find them. The financial analysis of a product channel is a simplifying approach, which is not sufficient to deal with national economic and social issues. These issues are to be integrated in an ongoing broader analysis.
